Why is the Word "Retard" Still OK?

Here in the UK we dont use the words retard or mentally handicapped.

THAT'S WONDERFUL THAT THOSE WORDS AREN'T USED. WHAT IS USED INSTEAD?

We use Special needs or learning disability.
Another word i see used a lot on american blog, is Crips. I thinks thats horrible, and ive never heard it used here.
